Parliament Monsoon Session Day 17 updates: Rajya Sabha passes Tribunals Reforms Bill; LS passes Bill to rename Kerala as ‘Keralam’

The total income tax liability of entities filing Income Tax Return-7 (ITR-7) was ₹1,043 crore in Assessment Year 2025-26, about three times the liability five years ago, Parliament was informed on Tuesday (August 11, 2026).

ITR-7 is filed by charitable or religious trusts, political parties, universities/colleges/ research institutions. According to provisions of the Income Tax Act, 1961, income derived from property held under trust wholly for charitable or religious purposes is exempt from income tax, subject to fulfilment of the conditions prescribed under the Act.

In a written reply to the Rajya Sabha, Minister of State for Finance Pankaj Chaudhary gave details of the income tax liability of the entities filing income tax return in Form ITR-7 (which inter alia includes activities of providing relief to the poor, education, religious, medical, yoga etc.) in the last five years.

The total tax liability of entities filing ITR-7 increased from ₹356 crore in AY 2021-22 to ₹1,043 crore in AY26. In AY23, the liability was ₹419 crore, ₹816 crore in AY24, and ₹781 crore in AY25, according to data presented in Parliament. – PTI

Golla Babu Rao of YSRCP said the stipulated family income limit for availing medical treatment under Dr. Ambedkar Medical Aids Scheme must be increased. He appreciated the Union Government for having introduced several schemes, including Ayushman Bharat schemes, for the benefit of poor people. The objective of the Dr. Ambedkar Medical Aids Scheme is to extend medical treatments for Schedule Caste and Schedule Tribe, especially for certain serious ailments, life-threatening diseases, spinal surgery and organ transplantations. However, he said his concern is the lesser family income limit fixed for availing the benefit. He said, “the current annual family income limit fixed for availing this scheme is fixed at ₹3 lakh per annum, which is very less and there is urgent need to revise this limit.”

The BJP accused Congress leader Rahul Gandhi of holding Parliament hostage with his “whims and unruly behaviour” and said that the Leader of Opposition in Lok Sabha does not want any meaningful discussion in the House.

Addressing a press conference at the BJP headquarters here, its national spokesperson Sudhanshu Trivedi said the government has accepted several demands raised by Gandhi on the NEET and students’ issues and is now ready for Union Home Minister Amit Shah to make a detailed statement in Parliament, but the Congress leader is “running away”.

Rajya Sabha passes The Tribunals Reforms Bill, 2026. 

Union Law and Justice Minister Arjun Ram Meghwal, speaking on the Bill, highlights the reforms undertaken by the Centre over the past several years. He praises Prime Minister Narendra Modi’s vision of a ‘Viksit Bharat’ and lists reforms carried out across various sectors, including technology, taxation and the economy.

AAP MP Sanjay Singh, speaking against the Bill, raises concerns over the representation of Dalit and Adivasi communities in High Courts. He says the Centre has maintained in the House that the issue of representation is a matter for the collegium.

“I want to ask the government about the reservation for Dalit and Adivasi communities in these tribunals,” he says.

Mr. Singh also alleges corruption in the National Company Law Tribunals (NCLTs), claiming that waivers are being granted to large corporates and businessmen. He says the proposed reforms would give the government greater control over the NCLTs.

Speaking in favour of Tribunals Reform Bill, MP Swati Maliwal says, “The Bill is about common citizen’s wait for justice.” 

“This is not just a Bill for the Tribunals, but for the trust of the people of the country,” says Ms. Maliwal. 

Union Minister of Law and Justice Arjun Ram Meghwal introduced the Tribunal Reforms Bill, 2026 in theRajya Sabhafor consideration and passage. Speaking in favour of the Bill, AIADMK I.S. Inabdurai raises the Cauvery issue and urges Centre to intervene. 

The National Co-operative Development Corporation (Amendment) Bill, 2026’ passed in Lok Sabha. In the Chair, Mr. Tenneti urges the member of Opposition to let the House function. The House stands adjourned till Wednesday (August 11, 2026) 11.00 a.m.. 

The Kerala (Alteration of Name) Bill 2026, was passed in Lok Sabha. Parliamentary Affairs Minister Kiren Rijiju says that he is sad to witness that senior leaders from Kerala have not spoken on this opportunity. 

Amid discussion over the Kerala (Alteration of name) Bill 2026, Nityanand Rai slams over Congress’s protest over clearing the Bill to change the name of Kerala to Keralam.

NDA MPs on Tuesday greeted Prime Minister Narendra Modi by waving the tricolour and raising slogans of ‘Vande Mataram’ and ‘Bharat Mata Ki Jai’ when he entered the venue of the ruling coalition’s weekly parliamentary party meeting at the Parliament House complex.

The meeting, ‘Mangal Milan’, was attended by ministers, NDA leaders, and MPs belonging to the coalition’s constituent parties.

Those who attended the meeting included BJP president Nitin Nabin, Union Ministers Amit Shah, Nirmala Sitharaman, Nitin Gadkari, Shivraj Singh Chouhan, S. Jaishankar among others.

Ministers belonging to NDA parties – HD Kumaraswamy (JD-S), Kinjarapu Ram Mohan Naidu (TDP), Ramdas Bandu Athawale (RSP-A), leaders Praful Patel (NCP), Upendra Kushwaha (RLM), Satabdi Roy (NCPI), besides others attended it.

The NDA parliamentary party meeting is held on every Tuesday when the Parliament is in session.

Amid protests from the Opposition over various issues, Lok Sabha Speaker adjourns House till 2 p.m. 

Lok Sabha Speaker says multiple disruptions in the House is against the spirit of democracy.

National Democratic Alliance (NDA) MPs will march towards Parliament on Tuesday against the opposition’s logjam in the ongoing Monsoon Session over Union Home Minister Amit Shah’s statement on police action against student protestors during the Jantar Mantar protest. 

The NDA MPs will carry placards stating that while Amit Shah is ready for a discussion on student protests, the Opposition is running away from it in Parliament.

Congress MP Manickam Tagore on Tuesday moved an adjournment motion in the Lok Sabha, demanding Union Home Minister Amit Shah’s statement on alleged police action against students during a protest held at Delhi’s Jantar Mantar on July 20, 2026. 

In its notice, Mr. Tagore alleged that lathi charges, pellet guns, tear gas, and water cannons were used against students, including women participants, resulting in injuries and widespread public concern, emphasising that these allegations require a full, fair and transparent examination by the Lok Sabha House. 

“I seek leave to move an Adjournment Motion to discuss a matter of urgent public importance concerning the police action during the student protest held at Jantar Mantar, New Delhi, on 20 July 2026. Reports and allegations arising from the incident have raised serious concerns regarding the nature and proportionality of force used to disperse the protesters. It has been alleged that lathi charges, pellet guns, tear gas, and water cannons were used against students, including women participants, resulting in injuries and widespread public concern. These allegations require a full, fair and transparent examination,” the Congress leader said.
